Fix weak instructions

These instructions will produce a risky assistant. List at least five problems, then rewrite them: “You are a helpful HR assistant. Answer any questions employees have about HR. Be friendly and always give a complete answer so they don’t need to contact HR.” Suggested answers are in Appendix F.
